Providers post shifts once. The shift is broadcast to the whole eligible agency panel atomically — one transaction, one timestamp, no agency favored. Agencies bid their workers; the credential gate hard-blocks anyone missing a required credential. The buyer awards the best compliant bid, sees the exact spread, and the money flows through GAAP-clean invoicing and payroll.
